CCC: Followup.py needs to handle deleted images automatically

Description

followup.py should really handle deleted images, which currently produce pywikibot.exceptions.NoPage exceptions when encountered. Ideally, this would include the ability to automatically "move" the entries to the table logging deleted entries.
