Description

recentchanges_monitor.py is no longer used by anything and has been in 'to-phase-out' since 4a7f9ede5211 on November 14, 2019. This can now be safely removed.

There is an error in the commit message that incorrectly states that the to-phase-out folder/directory was not deleted when it was.

Overwrote the commit to correct this error.
