rcwatcher's first entry always seems to be as follows "WARNING: Empty message found". There should be some sort of a check prior to rcworker.py in order to screen out messages like that.

I have filed a task/ticket on Wikimedia's Phabricator install regarding this. Cannot seem to screen it out and have asked for advice there.
